What people ask before they start
It handles the work between asking for a record and having it. That means checking the authorization is correct for the custodian, submitting the request, following up until the records are released, checking what comes back, and delivering it somewhere you can find it later. The alternative is your own staff on hold with a records department, and that time never comes back.
